SUMMARY

As introduced, redefines terms from which each school district develops a policy prohibiting harassment, intimidation, bullying and cyber bulling on and off school grounds. – Amends TCA Title 49, Chapter 6, Part 10.

FACT’S ANALYSIS

This bill makes clear anti-bullying policies are not used to infringe student’s First Amendment rights, requires written reports of investigation of certain reports of bullying reports, and that focus of instruction be on the conduct of bullies, not characteristics of victims.
